Belgium is particularly proud to host the ASEM 8 Summit later this year. I say this not only because it promises to be a prestigious event, one of the more challenging ones to take place while my country holds the rotating presidency of the EU. I say this also because I sense an opportunity for Europe and Asia to make a new step towards each other, recognizing the new importance, and asset, they represent to each other in the present turbulent multipolar context.

Ils sont définis dans la Déclaration UNIVERSELLE des Droits de l’homme et dans toutes les conventions internationales sur les droits de l’homme qui ont suivi. TOUS les Etats membres des Nations Unies se sont engagés à respecter, protéger et promouvoir les droits de l’homme. Est-ce que l’espoir de pouvoir vivre dignement, d’être nourri et logé, de ne pas être torturé, ne sont-ce pas là des caractéristiques qui appartiennent à la nature universelle et à la dignité de chaque être humain ?

I am very pleased to be able to talk here today to a group of young and bright people about the Belgian EU Presidency.
The 6 months in the latter half of 2010 will not only be important for Belgium itself but for the whole of the European Union. After all, our Presidency coincides with a crucial stage in the implementation of the Lisbon Treaty which will partially change our European institutional architecture and therefore also the way in which we work. This does not only apply to the relationship with the European Parliament and the organization of the European Councils but also to the EU’s external representation which no longer appertains to the rotating presidency. So, in many ways, this Belgian Presidency will differ from the 11 previous ones.
